1. 그냥 분사구문으로서 was가 being이 됐다고 생각하시면 될 것 같습니다.
2. 원래 전치사 + 관계대명사가 가능합니다. 일부 전치사 + 관계대명사의 경우 관계부사로 바꿀 수 있습니다. 예를 들어 This is the place at which the accident happened. = This is the place which the accident happened at. = This is the place where the accident happened.

<belong to ; ~에 속하다.> 이 숙어를 알고 계시면 문장구조의 흐름이 보인답니다. ^^; 관계대명사는 명사를 문장이 수식해주는 형태인데요, 문장이 수식해주는 명사, 즉 '핵'이 which에 들어갔을 때 문장이 성립해야하므로 보통 한국식 문법(...)에서는 문장이 불완전하면 Which/who.. 이런 식으로 가르치고 있지유.. 이 문장의 경우에는 핵이 'The regional committees'가 됩니다. 그리고 pied-piping 이라고 해서 wh구는 문장 제일 앞으로 이동할 때 자신이 속해 있는 전치사를 끌고 앞으로 나가는 성질이 있습니다. 전치사 앞에 명사 있으면 명사도 같이 끌고 나갈 때가 있는데.. 뭐 그정도까지는 [...] The regional committees /to which all the board members belonged 이렇게 끊어지죠? 그러니까 뒤에 which를 it이라고 쓴다면 all the board members belonged to it (it=The regional committees) 여기서 to it이 통째로 앞으로 나가고 it이 which로 바뀐거죠. 만약 질문하신대로 which를 바로 쓰려면 그렇게 쓰시면 되고 둘 다 맞는 문장입니다. where로 바뀌어서 나가는 것도 맞구요. 영어는 참 자유로운 언어이므로 굳이 문법에 얽매일 필요는 없으셔요. the regional committees that all the board members belonged to (that절) the regional committees where all the board members belonged (wh부사절) the regional committees all the board members belonged to (zero관계사절) 이 문장도 다 맞는 문장입니다. 예문 몇개 보여드릴게요.
