우리가 SST와 ABM시스템을 만드는 방법을 알고있었다 하더라도, ABM시스템을 배치하지않고 SST를 짓지않을려고 결정한 것과 국가 환경정책에서의 급격한 변화, 그리고 핵무기산업에 급증이 증거가 된다. 앞에 내용과 연결해서 봐야 문맥적으로 정확한 느낌이 오겠네요. 문장보는 방법은 A, B, and C 명사구 나열로 여기까지 주어이고 bear witness 동사 구조로 보면 되겠네요 / 표시한 구문으로 끊어서 보시면 편하실듯

The decision not to build the SST or deploy an ABM system even though we knew how to make them, the dramatic change in national environmental policy, and the souring of the nuclear power industry bear witness. -> 그것들을 만드는 방법을 알고 있음에도 불구하고 SST를 만들거나 ABM 시스템을 설치하지 않도록 결정한 것과 국가 환경 정책의 급격한 변화 그리고 원자력 산업에 대한 반감이 그것들을 입증한다. 로 해석하시면 될 것 같습니다. 이 문장은 그 앞 문장인 But in the 1970s society started to take charge-not of scientific discovery but of its technological fallout. 에 대한 부연 설명이며 문장의 주어는 bear witness 앞 문장의 decision, change, policy 등입니다. To take only one cross section of this startling shift, the actual production, extraction and growing of things now soaks up a good deal less than a quarter of our human resources. -> 이러한 놀라운 변화의 한 단면만을 갖기 위해서, 실제 생산, 추출과 소재들의 성장은 1/4 미만의 상당한 인적 자원을 흡수했다. 로 해석될 수 있을 것 같은데 그 직전 문장과 결합해서 해석하더라도 이 문장은 매끄럽게 해석되지는 않네요. (이 사람 글 자체가 너무 어렵군요!)
