[테스터의 세상읽기]2008_1226
이 세상엔 수많은 일들이 발생합니다. 또한 수많은 정보도 생겨나고 소멸되죠. 우리 앞에는 너무나 많은 일과 정보들이 있어, 그것을 모두 수용하기가 힘듭니다. 그래도 가끔 한번 정도는 생각하고 싶은 일들, 같이 이야기 해보고 싶습니다. 아주 편하게... 이 세상읽기는 정답이 없습니다. 또한 누구의 말도 맞을 수도, 틀릴 수도 있습니다. 다만 바쁘시더라도 한번 쯤은 생각해 볼 만하다는 것. 이것으로 족합니다.
1. 강만수 장관, 드디어 물러난다
그동안 사퇴 압박에 시달렸던 강만수 기획재정부 장관이 연말에 장관직에서 물러나기로 하고 조만간 청와대에 사표를 제출하기로 했다고 합니다.
여권의 한 고위 관계자는,
“강 장관이 최근
‘그동안 추진해 온 일들이 마무리되는 12월 말경 사표를 낼 것’이라고 말했다. 강 장관은 이 같은 자진 사퇴의 뜻을 청와대에 전달한 것으로 안다”
고 말했습니다.
정부의 한 고위 관계자도
“이명박 대통령은 강 장관에게 ‘다른 일’을 제안했다. 강 장관도 흔쾌히 이를 받아들였다”
고 말했습니다.
이에 따라 청와대는 내년 초 강 장관 교체를 포함한 개각을 단행하기 위해 장관 후보들에 대한 본격적인 검증 작업에 들어간 것으로 전해졌습니다. 강 장관 이외에 전광우 금융위원장, 이윤호 지식경제부 장관을 교체할 것으로 알려졌고, 이성태 한국은행 총재를 교체하는 방안도 고려하고 있다고 알려졌습니다. 그러나 한은 총재의 경우 임기직으로 이성태 총재의 임기가 2010년 4월까지 1년 4개월 가량 남아 있어 청와대가 경질할 경우 논란이 일 것으로 예상됩니다.
1년 남짓한 장관 생활 동안 수 많은 논란을 일으키고, 정책 실패를 해 오면서 사퇴 압박을 받아왔던 강 장관은,
신뢰를 잃으면 무엇을 해도 실패할 공산이 크다라는 진리를 여실히 보여준 사례가 되었습니다. 그러나 이 대통령은 그를 다른 곳에 자리를 줄 것으로 예상되는데요, ‘자기 사람 챙기기’에 대해 비난하고 싶진 않지만 사람 보면서 챙기라는 말은 꼭 하고 싶습니다.
그리고 한은 총재도 경질하게 되면 다시 논란과 비난의 화살이 쏟아질 것이 분명합니다.
2. 여의도 혈투 제2탄 시작
여의도 국회의사당에 다시 전운이 감돌고 있습니다. 법안 처리를 놓고 대치하고 있는 여야는 이렇다 할 대화 한 번 하지 못한 채 한나라당이 민주당에 협상 시한으로 제시한 25일을 넘긴 오늘부터 다시 ‘여의도 혈투’가 일어날 것으로 보입니다.
민주당은 이날까지 김형오 국회의장이 직권중재와 여당의 대화 요청을 모두 거부했는데요, 한나라당도 한미 자유무역협정(FTA) 비준동의안 단독 상정과 관련해 민주당이 요구한 ‘선(先) 사과와 강행 처리 재발 방지 약속’을 거절했습니다. 자유선진당 권선택 원내대표는 이날도 양당의 원내지도부와 접촉해 민생법안 우선처리 등의 중재를 시도했지만 실패로 돌아갔습니다.
이에 따라 ‘MB 개혁법안’이라 불리는 여러 법안 처리를 둘러싼 여야 간 전면전이 불가피 할 것으로 보입니다.
다수결의 원칙에 따른 한나라당의 일명 ‘쪽수로 밀어 붙인다’ 식의 법안 처리에 대해 많은 논란이 일고 있습니다. 특히 처리 법안 중에 상당히 문제가 될 만한 것들이 많아 사회 전체에 악영향을 미칠 것으로 보이기도 하는데요, 그 중 언론과 관련해서는 몇몇 언론사가 총파업까지 예고해 2008년을 마무리하는 시기가 더욱 암울해 질 것으로 보입니다.
국민이 보는 시각은 매우 비관적인데요, 중요한 점은 ‘왜 이런 일이 일어났는가?’에 대한 고민이 없다는 것입니다. 단순히 ‘결과’와 ‘과정’을 보며 양비론적인 입장에 ‘그 놈이 그 놈이다’ 식의 생각은 아무런 발전 없는 비효율성의 극치라고 밖에 생각이 안 듭니다.
지금 왜 여의도 혈투가 일어나는 것입니까?
3. 여중생, 성추행범 잡어
크리스마스이브를 맞아 명동에 친구와 함께 놀러 갔던 여중생 A 양(15)이 엉덩이를 만지며 성추행을 하는 남자를 발견했습니다. 인파로 발 디딜 틈이 없는 가운데 옷 가게를 둘러보던 A양은 자신의 엉덩이를 만진 남자가 아무일 없던 것처럼 다른 곳으로 발길을 옮겼는데요, 얼마 안 있어 그 남자는 다른 여자의 엉덩이를 만지는 것을 A 양은 발견하고 그 남자를 뒤쫓기 시작했습니다.
성추행범임을 직감한 A양은 친구와 함께 또 다른 피해 여성인 여대생 B(21) 씨에게 달려가 “방금 저 사람이 엉덩이를 만지지 않았느냐. 함께 가서 따지자”는 A 양의 제안에 B 씨가 동의했고, 두 사람의 친구까지 포함한 여성 4명은 그 남성을 계속 쫓아갔습니다.
결국 명동 거리 한 복판에서 그 남성을 붙잡은 뒤 도망가지 못하도록 주위를 둘러싸고 따지기 시작했고, 세 명이 그 남자를 둘러싸고 항의하는 사이에 한 명이 성추행범을 붙잡고 있다며 112에 신고해 그 남자는 곧바로 경찰서로 연행됐습니다.
경찰 조사에서 길에 사람이 많아서 부딪쳤을 뿐 성추행을 하지 않았다고 범행을 부인했지만 경찰의 추궁에 곧 범행사실을 인정하고 고개를 숙였습니다. 결국 그 남자는 불구속 입건됐습니다.
이브날 아마 이런 성추행범들이 많았을 것 같습니다.
4. 오결디(오늘의 결정적 한마디)
사랑해
우리나라 사람은 마음에 있는 말을 입 밖으로 내는 걸 상당히 꺼려한다. 아무래도 유교적 관습이 많아 그런 것 같지만 이런 특징은 여러 장단점이 있다. 특히 ‘아버지’라는 이름에 느끼는 ‘준엄’으로 우리나라 남자는 ‘사랑한다’ 라는 말을 하는 것에 대해 인색하다.
그래도 세월이 좀 변해서 그런지 이런 말들을 과거보다는 많이들 주고 받는다. 남녀간에, 부모간에, 친구간에 등등
생전 이런 말 안 하기로 유명한 한 사람이 이 말을 한 적이 있다. 굉장히 격정적일 분위기 때 한 것인데, 왜 그때 하필 이 말을 했을까?
“사랑해”
“나도”
상대방은 그 말을 마치 잘못 들었다는 듯 다시 해 달라고 했지만 그 남자는 다시 안 했다.
