did you know that the u.s navy lost over 80 percent of its size within just five years post world war ii?
a force of 6 700 ships and three and a half million sailors in 1945 was reduced to 634 active ships and just over half a million sailors by 1950 of course today the united states has the most powerful navy on the planet with 11 active nuclear powered super carriers but what caused the navy to almost starve to death in the 50s resulting in the cancellation of the first super carrier and more importantly what brought the navy back to life president harry truman took office on april 12 1945 after the death of president roosevelt when it came to spending on defense truman's thinking was that because the united states had nuclear weapons that was enough to prevent any wars from happening and if a war did break out the united states had the biggest bomb so there was no need to maintain a huge conventional military force this way of thinking was in conflict with that of the first secretary of defense james forrestal which eventually led to president truman replacing forrest hall with louis johnson in 1949 who was the big supporter of truman's approach to defense in 1947 two years prior to johnson's appointment as the new secretary of defense the u.s air force had just become an independent service carved out of the u.s army the air force was pushing to acquire the convair b-36 strategic bombers which could deliver nuclear bombs intercontinentally at the same time the u.s navy wanted to build a super carrier which could accommodate launching nuclear-capable bombers from its flight deck so both the air force and the navy were competing to secure funding especially given the administration's cutbacks and the defense budget but president truman had already approved the construction of the first super carrier uss united states what happened next would have been worthy of its own hashtag on april 23 1949 only five days after the super carrier's keel had been laid secretary of defense johnson announced the cancellation of uss united states without prior consultation with the department of navy or congress very concerned with this one-sided decision the secretary of the navy john sullivan immediately resigned congressional hearings commenced to better understand johnson's snap decision on cancellation of the super carrier but ultimately the decision to sink the united states class of super carriers was upheld with the u.s air force's b-36 strategic bombers being favored over the navy's carriers for nuclear delivery missions but the scandalous part was that johnson who canceled the construction of the super carrier was a former board member of the convair corporation the same company that was going to build the b-36 bombers for the air force all this as well as a number of other service rivalry and political factors led to what is known as the revolt of the admirals where a number of navy's top brass resigned in protest with the decision to go with the air force's b-36s and given the defense budget cuts maintaining a big army navy and marine corps did not make a lot of sense to truman and johnson johnson ordered nearly all of the army inventories of surplus world war ii tanks communications equipment personnel carriers and small arms to be scrapped or sold off to other countries instead of being shipped to ordinance and storage depots for reconditioning and storage truman and johnson pushed for the unification of the forces which basically meant the abolishment of the marine corps for the navy ships landing craft and equipment needed for conventional force readiness was mothballed from the fleet for lack of operating funds the united states navy and marine corps once the world's preeminent amphibious force lost most of their amphibious capabilities which were scrapped or sold as surplus but what president truman and secretary of defense johnson did not know was that their defense policy was going to be put through a harsh test very soon and what followed was not what they thought on june 25th 1950 north korea invaded south korea a war that would go on for three years during which china and the soviet union backed north korea and south korea was supported by the united nations but 90 of the military personnel came from the united states as an initial response to the invasion president truman called for a naval blockade of north korea but was shocked to learn that such a blockade was not practically possible since the u.s navy no longer had the warships needed for this operation in addition the initial onslaught by north korean forces had destroyed the majority of air force bases in south korea air force bases in japan were too far away to permit the loiter time needed for close air support missions so the u.s air force had no base near the action to fight back from the air force with its heavy emphasis on strategic bombing had neglected attack missions and close air support as a result all air support during those early disastrous months came from uss valley forge the only aircraft carrier left in the western pacific when south korea was invaded valley forge was soon joined by the other two aircraft carriers remaining in the pacific the mess that the united states found itself in was a direct result of the recent defense policies concerned about public criticism of his handling of the korean war president truman decided to ask for johnson's resignation lewis johnson resigned in september of 1950 only three months after the korean war had begun despite lacking resources the u.s navy may do by recalling thousands of officers from the reserve force president truman himself formally addressed the reservists we face a serious situation we hope we face it in the cause of peace during the korean war the navy had to recommission ships modernize aircraft carriers and develop better airplanes korea was a peninsula the control of the air and seas was essential for victory on land interestingly enough the b-36 strategic bombers were never employed in combat during the korean war the fighting finally came to an end on july 27 1953 when the korean armistice agreement was signed but the end of the korean war was just the beginning of a new era for american naval aviation the u.s navy's actions during the korean war demonstrated the effectiveness of aircraft carriers in the age of jet aircraft one of the greatest advantages of aircraft carriers is that by sailing in international waters they do not interfere with any territorial sovereignty which eliminates the need for overflight authorizations from third-party countries reduces the times and transit distances of aircraft and therefore significantly increases aircraft availability in the combat zone wherever that may be around the globe these advantages became so obvious during the korean war that even one year prior to the end of the war the keel of a new super carrier uss forest soul was laid uss foresole joined the fleet three years later with british developments in flight deck technology which was adopted and applied to older carriers like uss midway more powerful jets were now viable at sea swept wings and supersonic speed brought carrier aviation into the forefront of combat flying by the end of the decade the korean war was costly and the mass activation of the reserves disrupted many lives but the lessons learned in preparedness and career effectiveness sustained america's overseas military efforts for the remainder of the cold war and to this day

1. 미 해군은 2차 세계 대전 이후 전력의 80%를 잃은적이 있습니다.
1945년 6700척의 배와 350만 해군이 1950년엔 634척에 50만으로 줄어들었죠. 하지만 오늘 날 미해군은 11척의 슈퍼 항공모함을 거느린 세계 최강의 해군입니다. 대체 50년대에 무슨 일이 있었길래 미 해군이 거의 죽을뻔 하다가 다시 살아나게 된 걸까요. 2. 1945년 4월 12일, 루즈벨트 대통령의 서거 이후로 해리 트루먼 대통령의 임기가 시작됐습니다. 당시 트루먼 대통령은 미국이 세계에서 가장 강력한 폭탄(핵)을 갖고 있기 때문에 재래식 전력은 별로 쓸모가 없을거란 생각을 하고 있었죠. 하지만 이는 당시 포레스탈 국방장관의 뜻과는 정 반대였습니다. 그리고 트루먼은 포레스탈 대신1949년 루이스 존슨으로 인선을 대체했죠. (제임스 포레스탈 국방장관은 이후 우울증으로 투신자살로 삶을 마감하고 맙니다) 3. 1947년 (루이스 존슨이 국방장관이 되기 2년전)엔 미 공군이 육군에서 독립해 나갔습니다. (그전까지는 육군 항공대) 당시 미 공군은 대륙간 핵 투발이 가능한 B-36 전략 폭격기를 내세웠습니다. 그리고 미 해군은 이 때 핵폭탄을 나를 수 있는 폭격기를 운용 가능한 슈퍼 캐리어를 짓고 싶어했죠. 결국 한정된 예산내에서 누가 핵 투발을 할 것인가를 두고 공군과 해군간의 경쟁이 생겼습니다. 하지만 트루먼 대통령은 이미 슈퍼 캐리어 USS 유나이티드 스테이츠의 건조를 승인한 상태였죠. 4. 1949년 4월 23일, 루이스 존슨 국방장관은 건조를 시작한지 5일 밖에 되지 않은 USS 유나이티드 스테이츠의 건조를 중지해버립니다. 해군과 의회에 통보도 하지 않은채로요. 이러한 일방적인 결정에 존 설리번 미 해군 장관은 즉각 사임해버립니다. 루이스 존슨 국방장관은 B-36 전략 폭격기가 항공모함보다 핵투발을 더 잘할거라는 이유로 항공모함 건조를 취소했다고 말했죠. 그런데 문제가 되는 부분은 루이스 존슨 국방장관이 B-36을 만드는 회사에서 일한 경력이 있었다는 겁니다. 이런 저런 이유가 얽히자 이 사건은'제독의 반란'으로 알려진 대규모 항명 사태로 이어지면서 여러 제독들이 반발성 사임을 해버립니다. 5. 트루먼과 존슨은 공군의 B-36이 있는 상황에 많은 인력과 예산을 필요로하는 해군과 해병대를 별로 탐탁지 않아했습니다. 루이스 존슨 국방장관은 2차 세계대전 이후 잉여 물자 (탱크, 통신장비, 소화기 등등)을 스크랩 처리하거나 다른 나라에 팔아버리라고 명령했죠. 거기에 더해 트루먼과 존슨은 해병대를 폐지시키려고까지 했습니다. 해병대가 가진 상륙 장비 또한 스크랩 처리되거나 팔려나갔습니다. 하지만 트루먼과 존슨은 자신들의 국방 전략이 잘못됐음을 나중에 호되게 깨닫게 되었습니다. 6. 1950년 6월 25일, 소련과 중국의 도움을 받은 북한이 남한을 침략하면서 한국 전쟁이 시작됐습니다. 남한은 UN으로부터 도움을 받긴 했지만 거의 대부분의 병력은 미군이었죠. 트루먼 대통령은 북한의 해상 봉쇄를 지시했지만 이미 해군의 규모를 엄청나게 줄여버린 터라 가능할 리가 없었습니다. 거기에 북한이 이미 얼마 있지도 않은 남한의 공군기지를 파괴했고, 일본의 공군기지는 남한으로부터 너무 멀었습니다. 결국 전쟁 초기 공중 지원, 폭격의 대부분은 서 태평양에 단 한 척 배치되어 있었던 USS Valley Forge 항공모함으로부터만 받을 수 있었습니다. 그 후 다른 항공모함 2척이 추가로 합류했고요. 정치적 비판에 직면엔 트루먼 대통령은 루이스 존슨에게 사임을 부탁했고, 한국 전쟁이 시작도니지 3달만에 루이스 존슨 국방장관은 사임해야 했습니다. 7.해군이 가진 자원이 모자랐지만 수 많은 퇴역 군인들을 다시 불러들여야 했습니다. 트루먼 대통령은 직접 퇴역 해군들에게 도움을 요청해야 했습니다. 한국 전쟁동안 미 해군은 퇴역한 배를 수리하고, 오래된 배를 개장하고 새로운 비행기를 개발해야 했지요. 한국이 반도였기 때문에 육상의 승리를 위해선 해상과 공중 지원이 반드시 필요했습니다. 하지만 공군의 B-36 폭격기는 한국 전쟁동안 1953년 7월 27일 휴전협정때까지 단 한번도 투입된 적이 없었습니다. 8. 한국 전쟁은 끝이 났지만, 이는 미 해군에겐 새로운 시대가 열리는 계기였습니다. 미 해군이 한국 전쟁에서 보여준 활약은 제트기와 항공모함의 뛰어난 유용성을 보여줬습니다. 항공모함은 공해에 머무르면서 다른 나라의 영토에 침입하지 않기 때문에 제3국의 공역을 통과할때 필요한 허가 작업과 소모되는 시간도 없는데다 전투지역에서 비행기가 훨씬 오래 머무를 수 있게 해줬습니다. 7. 이렇듯 항공모함이 가진 이점이 명확했기 때문에 한국 전쟁이 끝나기 1년전 새 슈퍼 항공모함의 건조가 승인됐고 1955년 미 해군에 최초의 슈퍼 항공모함이 합류하게 됩니다. 그리고 이 세계 최초 슈퍼 항공모함의 이름은 USS 포레스탈, 네 위에서 말한 트루먼에게 경질 당했던 그 국방장관입니다.
