이 세상엔 수많은 일들이 발생합니다. 또한 수많은 정보도 생겨나고 소멸되죠. 우리 앞에는 너무나 많은 일과 정보들이 있어, 그것을 모두 수용하기가 힘듭니다. 그래도 가끔 한번 정도는 생각하고 싶은 일들, 같이 이야기 해보고 싶습니다. 아주 편하게... 이 세상읽기는 정답이 없습니다. 또한 누구의 말도 맞을 수도, 틀릴 수도 있습니다. 다만 바쁘시더라도 한번 쯤은 생각해 볼 만하다는 것. 이것으로 족합니다.


1. 여의도 전쟁 임박

지금 여의도 국회의사당은 말 그대로 ‘풍전등화’ 입니다.

마지막까지 합의에 대한 희망은 물거품으로 끝났고, 여당과 야당은 결국 최극한으로 치달을 것으로 보입니다. 여당인 한나라당은 일단 중점처리 법안 85건을 제외한 나머지 법안에 대해서는 추후 협의 가능성이 있다고 했지만, 민주당은 이를 거부했습니다. 왜냐하면 가장 문제가 되는 것이 모두 중점처리 85건의 법안에 들어있기 때문입니다.

한나라당은 방송법, 금산분리 완화 등 말도 안 되는 법안에 대해 정면 돌파의 카드를 뽑았습니다. 한나라당이 강수를 둔 배경에는 홍준표 원내대표의 말을 보면 알 수 있습니다.

“방송법은 방송 관계자들에게서 의견을 수렴해 수정한 것”

중점처리 법안 85건에는 예산 부수 법안에 농어촌특별세, 교육세 폐지법안 등 야권에서 반발하는 내용과 경제 살리기 법안에 포함된 한미 자유무역협정(FTA) 비준동의안, 금산분리 완화(은행법), 출자총액제한제도 폐지(공정거래법) 등 경제 분야 3대 쟁점도 포함되었습니다.

결국 114개 법안에서 핵심 법안 85개는 ‘닥치고 밀어붙이겠다’는 것이 여당의 입장이고 반면 야당은 ‘닥치고 막겠다’는 것이 현주소입니다. 여당은 직권상정과 경호권 발동을 요청했고, 국회의장은 이에 따라 결과를 발표해야 합니다. (결과는 뻔하지 않겠습니까?)

이제 여의도는 전쟁이 시작됐습니다.



2. 이스라엘, 가자지구 폭격

중동이 다시 위기에 휩싸이고 있습니다. 이스라엘이 27. 28일 팔레스타인 무장세력인 하마스가 지배하는 가자지구에 대규모 공습을 감행했는데요, 이로 인해 286명이 숨지고 700여 명이 부상당했다고 합니다. 이번처럼 1000명에 이르는 사상자가 나온 것은 1967년 제3차 중동전쟁 이후 41년 만에 최대 규모이기도 합니다.

이스라엘은 27일 오전 전투기 60대로 가자지구 남부지역을 강타하기 시작해 점차 중북부 지역으로 공습 범위를 확대했고, 공격을 시작한 지 24시간 안에 250여 차례 공습을 감행한 이스라엘은 28일에도 가자시티의 사원과 알아크사TV 건물 등을 공습한 것으로 알려졌습니다.

이스라엘이 가자지구를 공습한 이유는 하마스가 이스라엘 지역에 로켓 공격을 해온 데 대한 보복과 현 정권이 내년 2월 총선에 대비해 유권자에게 강한 인상을 심어주기 위한 필요성에 따른 것으로 분석되고 있습니다. 한편 하마스 최고 지도자 칼레드 마샬은, “자살공격으로 저항을 계속할 것”이라고 해 이번 여파가 전 세계를 테러 공포 속에 휘몰 가능성이 클 것으로 보입니다.

국제사회는 가자지구 내에서의 모든 폭력행위를 즉각 중단하라고 촉구했지만 미국을 비롯한 다른 국가간의 이해관계가 얽혀 있어 이번 사태를 더욱 어렵게 만들 것 같습니다.

잠잠했던 중동 화약고가 이스라엘의 대규모 공격으로 다시 불 붙은 것 같은데요, 아무 죄 없는 민간인 사망과 부상, 그리고 피난 등이 되풀이 되면서 국제 사회에 또 다른 악재를 던졌습니다. 아랍권 국가도 이스라엘에 대한 무차별한 공격에 맹비난을 하고, 반대편에서 ‘복수’, ‘응징’이라는 단어를 써 가며 민간인 사상자에 대한 아무런 책임을 지지 않는 것 같습니다.

국내 뿐 아니라 국제 사회도 어수선해 질 것 같습니다.




3. ‘4대강 살리기’ 오늘 시작

‘4대강 살리기’ 사업이라는 것이 오늘 첫 삽을 뜬다고 합니다.

2011년까지 신규 일자리 19만 개를 창출하기 위한 한국형 뉴딜 프로젝트라고 정부 스스로 붙인 ‘4대강 살리기’ 사업이 경북 안동시와 전남 나주시의 낙동강과 영산강 일부 국간에서 생태하천 조성사업 착공식을 갖고 하천 정비를 시작하게 됩니다.

생태하천을 조성하고, 하천 주변에는 자전거 도로와 수변공원 등이 들어설 예정이며, 충남 연기군은 금강 본류와 미호천 지류 등을 정비하는 사업을 내년 6월부터 벌이고, 남한강에 흐르는 충북 충주시도 내년 6월 가금면 충주조정지댐(탄금호) 부근에서 공사를 시작할 예정이라고 합니다.

모든 관심이 여의도 국회의사당에 몰려 있을 시점에 시작되는 ‘4대강 살리기’ 사업은 그동안 ‘한반도 대운하’ 사업의 애칭으로 생각한 것이 일반적인데요, 결국 정부는 현 시점에서 첫 삽을 뜨고 본격적으로 사업을 시작하게 됐습니다.

4대강 유역의 지방 도시들은 부푼 기대감을 갖고 있다고 하지만, 과연 현 시점에서 꼭 이 사업을 지금 당장 시작해야 하는지에 대해서는 회의적일 수 밖에 없습니다. 또한 지방균형 발전 차원에서 4대강 정비사업을 한다는 취지는 그리 설득력도 없습니다.(균형발전의 핵심은 기업유치와 인구이동에 대한 동기부여입니다.)

일자리 창출에 대한 정부의 예상과 우리가 흔히 말하는 실업률 문제에서의 ‘일자리 창출’은 그 생각이 다를 것입니다. 가령, 수도권 실업자들이 4대강 유역에 내려가 일을 한다거나 (할 가능성도 없고, 하게 끔 정부가 지원할 이유도 없습니다) 또는 해당 기업이 지역으로 내려갈 일 또한 없을 것입니다.

4대강을 살리고 보다 친 자연적인 모습으로 만들려는 노력을 해야 함은 당연합니다. 그러나 현재 많은 위기가 산적해 있는 가운데 이것을 해야 하는 명분과 논리는 빈약하기만 합니다. ‘냄비 근성’을 버리고 우리는 끝까지 똑똑히 지켜봐야 할 것입니다.



4. 오결디(오늘의 결정적 한마디)

원금 보장에 수익이 20%라고 했는데

지인과 만나 식사를 하면서 시국에 대한 이야기를 한 적이 있다. 경제 상황에 관한 이야기를 하다 지인이 하소연 아닌 하소연 하나를 내게 했다.

“아버지께서 정년 퇴임하시고 얼마 안 되는 돈을 다 까먹게 됐습니다”

말을 들어보니 1억 원 정도의 노후 자금을 지인의 아버지는 당시 10년 이상 이용했던 한 은행 부장의 말 한마디에 원금을 70%나 날렸다는 것이다.

노후자금 1억 원을 가지고 무엇을 할까 고민하던 중에 이용 중이었던 은행 부장이 전화를 걸어,

“원금이 보장되면서 수익이 20% 정도 되는 펀드 상품이 있습니다. 아주 좋은 상품이니 빨리 가입하세요”

지인의 아버지는 10년간 거래를 했었고, 그동안 좋은 이미지가 있어 그 부장의 말을 믿고 1억 원을 몽땅 그 상품에 가입했지만 결국 원금이 3천 만원 정도만 남아있다는 이야기다. 지인의 아버지는 너무 답답해 그 은행에 전화를 했지만,

“그 부장님은 다른 영업점으로 이동했습니다”

라는 말 뿐, 그 부장과 연락하기는 힘들었다. 설령, 연락이 된다 해도 대답은 뻔할 것이다.지인은 왜 자신에게 말 한마디 안하고 덜컥 일을 저질렀는지 알 수 없다며 한 숨을 쉬었다.

분노에 찬 지인의 얼굴을 보며 나 또한 씁쓸한 심정으로 지인을 달래주었다.
